Opportunities missed and taken in the 2015 Legislative Session

We take an in-depth look at the FY 2016-17 budget passed in June, particularly measuring how well the tax and budget decisions meet the goals of increasing opportunity and economic well-being for all Minnesotans and ensuring a fair and sustainable tax system. With a surplus of $2 billion, policymakers had the opportunity to make targeted new investments after more than a decade of flat or declining funding in many public services. They took some opportunities, missed some, and lost some.

Governor Dayton strives to increase opportunity in his FY 2016-17 budget proposal

After nearly a decade of frequent deficits and cuts to services, Minnesota’s outlook is improved and now faces a projected $1.9 billion surplus. Governor Mark Dayton uses the opportunity in his budget for the upcoming biennium to make investments in high quality schools, affordable college tuition. and a safe and modern transportation system to build a more prosperous state.

MNsure: A new world of opportunities for affordable health insurance starts in 2014

Starting January 1, 2014, Minnesotans will experience a new world of health insurance options, thanks to the state’s new insurance exchange, MNsure. MNsure is an online marketplace where individuals and small employers will be able to shop for, compare and enroll in insurance. Although two-thirds of Minnesotans will continue to get health insurance directly through their employers, nearly 1.3 million Minnesotans are expected to use MNsure to find private or public health insurance.

The FY 2014-15 budget approved in the 2013 Legislative Session made significant progress toward making Minnesota's tax system fairer, investing in the state's future, and putting the state on firmer financial footing. Joint state budget targets set for 2024 Legislative Session

Governor Tim Walz reached an agreement with House Speaker Melissa Hortman and Senate Majority Leader Erin Murphy on budget targets on March 22. The agreement outlines targets of $478 million in net general budget changes, including increased spending or reduced revenues, for FY 2024-25 and $63 million for FY 2026-27. The joint budget targets also set the parameters for final budget negotiations between the House, Senate, and the governor.

Governor Walz’s supplemental budget proposal lays out his priorities

Governor Tim Walz released his governor’s supplemental budget proposal. The administration described the priorities for his budget as safe communities, clean drinking water, and support for children and families. At the Minnesota Budget Project, we were thrilled that one of our top priorities was included in the governor’s supplemental budget: resources to implement advance periodic payments of the Child Tax Credit. In total, Walz proposed $200 million in net general fund spending increases and revenue reductions in FY 2024-25 and $27 million in FY 2026-27.
